Basket lifts are a delivery service system still in use and needed esp. for many who have mobility issues, or perhaps a care giver with a tow of infants that need constant minding in their upper level dwellings.
This scene references that service in progress, while a family of tourists in the Spanish Quarter take it all in. Always watch out for the ever present cyclists, maybe that's a delivery en route too. All the streets in Naples that May, 2023, were festooned for their win of the Championship Cup. The excitement of that was constantly palpable.
